Delta Monitor valves hold temperature within a few degrees when pressure changes. A big swing means the cartridge is no longer doing that.
Delta says its Monitor valves hold the water within about plus or minus 3.6F when pressure changes, such as when a toilet flushes. A large swing is well outside that, which points at the balancing cartridge. Delta's 1300 and 1400 series Monitor valves take the RP19804 cartridge, and the 13 and 14 series take the RP46074, which Delta says succeeds the older RP19804.
When to stop. If the cartridge is stuck or the valve body is damaged, stop. Delta recommends a licensed plumber if you do not have plumbing experience.
