A wet paper towel means the handle is leaking and the water is only collecting at the base. Snugging the retainer ring under the handle often stops it.
Moen points out that a handle leak can puddle onto the base plate and look like a base leak. Pfister's fix for a kitchen faucet leaking at the handle is to remove the handle and dome cap and tighten the retainer ring with a crescent wrench. If tightening does not stop it, the seals on the cartridge are the next suspect.
Only needed if tightening the retainer ring does not stop the leak. Match the cartridge to your valve.
